Abstract:
This article focuses on the supply status, the development tendency and function determination about aging service agency in China. The privatization of community aging service should be the emphasis in the future. Service by nation should make the items which are more attractive better,and gradually turn them into privatization. Thus introducing competition mechanism into aging service market is needed. The function of community aging service is mainly in supplying anticipating opportunity of entertainments for the aged, and all kinds of caring and guiding aiming at keeping them fit. To build up an electronic system to combine the services provided for the aged with all social resources,trace the services, make the services effective can eventually improve life quality of the aged.Keywords:

Xi'an is the degree of aging of the deepening of the city, community home care service as a new service pension under Xi'an is an important measure to solve the aging population of pension issues.According to Xi'an community home care problems in order to improve the Xi'an community home care services, the government should increase financial support for community care services to mobilize all social forces to expand the sources of funds of pension services, strengthen infrastructure construction, configuration professional management staff, improve community management capabilities to provide multi-level community-based care services, to build multi-level old-age service system, construction of specialized pension services staff to improve community care services.

Community service system for old people is the critical approach to solve old-age pension problem.This article,based on investigation and analysis of China's community development status quo and related problem,argued to expand and improve the pension community service functions in areas of Nanjing community service from home services,day care centers for the elderlyand other seven dimensions,in order to overcome the shortcomings of traditional family pension system,then made specific recommendations for actual operation to improve the welfare for elderly community plan,benefit the integration of community resources,strengthen community endowment infrastructure construction,and establishment of a multi-level community service networks,and so forth endowment services.

The pace of population aging is accelerating in recent years,and the aging problem is becoming more and more urgent.Owing to the weakening function of family support for the aged and the obvious defects of the organization for the aged,home-based care for the aged has become a new model to effectively solve this problem.The development of home-based care services for the aged has become a good choice for more and more cities to solve the ageing problem.However,there exist some problems in service provision,financing channels,service types and levels,quality of service,main body supply,volunteers,and so on,which need to be further improved and perfected.

The new century sees the increasingly serious aging problems in China,which have to be solved in the process of economic development,social progress,and building a harmonious society.Emerging in this circumstance,a home-based care model for the aged has become a focus of researchers,the whole society and ordinary people,and has been an important approach to solve the problems.The operation of the model now has many difficulties in terms of large financing gap,single capital source,incomplete service facility,insufficient professional talents,unsound assessment mechanism and the influence of tradition of family-supported care for the aged.The government should intensify the popularization effort,accelerating the transform of traditional care concept for old people;increase policy support for funding,introducing talents,and improving the wages and benefits and capability of the service staff;and classify service objects to achieve individualized and diversified service management by taking advantage of all available resources in an effort to push forward a sustainable development of the home-based care model.

All aging societies face the challenge of allocating limited resources for the highest value of use. The sharing economy provides one method to address the imbalance between the demand and supply of health services to the older adult population. With a substantial aging population, China's practices in the sharing aging industry may set examples for other "getting old before getting rich" countries.There is a gap in both the data and research on China's aging industry sharing economy. This paper addresses these data and research lacunae by constructing a framework for the application of a sharing model in China's aging industry, by assessing the current state of the aging industry sharing economy, by setting out the challenges to the sharing aging health care and service economy, and by making recommendations for the development of the aging industry sharing economy.This paper constructs a sharing economy framework in the aging industry covering four aspects (people, facilities, capital, and information) to test the current state and future prospects of China's aging industry sharing economy.In people sharing, we analyzed the sharing of emotional companionship, doctors, nurses, nursing attendants, and domestic helpers. We discussed facility sharing models from the point of land and housing, medical devices, and other items such as pensioner meals and shared medicine bins. We acknowledge that crowdfunding platforms have developed fast in China, but many older adult users faced problems in their operation. Information sharing is a developing field, which can optimize users' experiences and should help older adults filter out misinformation, but China currently does not have adequate sharing information platforms for older adults.We identified four major challenges in China's aging industry sharing economy: poor adaptability to technology for older adults, mediocre quality of shared services, one-size-fits-all and the concept of the useless elderly, and shortage of qualified practitioners. We make recommendations for specific measures by governments, communities, and enterprises to improve the sharing economy in the aging industry.

Community health service is the breakthrough and key link of medical and health reform in China,and it is the important measures to realize the goal of 〝whole society enjoy primary medical service〞,which plays a positive role in alleviating the difficult medical services and expensive medical cost,as well as maintaining social stability.At present,the city community health service is still in development and perfect stage,and imperfect economic compensation mechanism is one of the biggest obstacles that restrict the development.The author analyzes the status of city community health service in China,national and local financial compensation,as well as the existing problems,refers to foreign compensation experience of health service agencies,put forward the long-term compensation mechanism for improvement of city community health service,so as to rationally allocate the health resources,perfect the medical security system,formulate reasonable compensation policy,realize the responsibility of city community health service,provide safe,effective,convenient and cheap basic medical and health services for residents and promote the healthy and orderly development of city community health service.

China's elderly care service industry has experienced three stages: from state welfare to community service,and then to industrialization. 2013 is the first year of the development of China's elderly care service industry. Facing the new situation of the rapid growth of the old- age special demands,the elderly care service industry exposes many problems in the aspects of flexible planning of demand,system and policy,market operation,etc. It needs to gradually establish and improve a service system based on family care,supported by the community service and supplemented by the nursing home. Meanwhile,to cultivate and support the elderly care service industry,the government should guarantee the basic measures and let those social organization come together,supply the deficiency to ensure the old can enjoy the rest of their lives.

Faced with an increasing grim situation of aging, China's old-age care service industry presents the following development status: 1. severe contraction of service demand and supply; 2. insufficiency of formality in management; 3. distinctive development discrepancy both across regions and in inter-industry; 4. low quality of service guarantee. On basis of these, this paper points out that the philosophy of China's old-age care service should be defined as follows: 1. upholding the principle of providing old-age care service to more elderly people; 2. promoting the multi-governance of old-age service system construction; 3. making the combination of financial support and service guarantee. Finally, this paper puts forward the development path, which includes: 1. carrying out integrative old-age service institutions applied both to rural areas and urban areas; 2. speeding up the standardized, professional and informationalized construction of old-age care service; 3. realizing the combination of home, community and institution based care for the elderly; 4. strengthening the policy support and financial guarantee of old-age care service through the improvement of the regulations and systems on old-age care service.

With the present situation of urgent aging,it is of high importance to explore the method for how to allocate the community service facilities adapting for the elder people to enhance their life quality and reach the demand of the aging society. By reviewing the domestic and overseas literatures,this paper collates and summarizes the existing researches from four aspects: 1) the influence community service facilities have on the daily life of elder people; 2) the characteristic of demand and usage of elder people on community service facilities; 3) the characteristic of usage of elder people on community service facilities; 4) the concept and method to allocate the community service facilities. We think that as the aging population is growing and the contradiction between supply and demand becomes increasingly prominent,it is urgent to set up the guidelines for the allocation of community service facility in theory and method. We need to transfer our attention of research from number to quality; from the individual facility to space environment;from material demand to social and psychology demand; from construction to evaluation and from a single discipline to multidisciplinary.
