Data science for mental health: a UK perspective on a global challenge

Abstract Background: The biobank is a structure that manages and makes available biological resources. The biobank has medical, scientific and economic interests in an ethical manner. In 2009, Côte d'Ivoire established a biobank, which has housed the regional biobank of Economic Community of West African States (ECOWAS) countries since 2018. To ensure optimal and efficient use of this biobank, scientific stakeholders must be aware of its existence and role. It was therefore necessary to assess the knowledge of laboratory staff on the role and activities of a biobank. Methods: This is a descriptive study conducted with staff of human, animal and plant health laboratories located in southern Côte d'Ivoire. Results: A total of 205 people agreed to complete the proposed questionnaire. Of these, 34.63% are biologists, 7.32% engineers, 48.78% technicians and 9.27% PhD students. The average professional experience was 10.11 ± 7.83 years. Respectively, 47.32% and 43.41% have never heard of biocollection and biobank. Only 48.78% of participants had a good understanding of the role of a biobank. Technicians and PhD students were less educated on the notion of biobank (p<0.000001). Biologists, although they were more educated on this issue, 21.13% of them had a misconception of biobank. Good knowledge of the role of a biobank was not significantly related to the duration of professional experience (p>0.88). Conclusion: The level of knowledge of laboratory staff about biobanking remains to be improved. Training on the role, activities and interests of the biobank is important.

Given the nature of scientific inquiry, biomedical and genomic researchers have forged innumerable ways to advance our understanding of human disease. In many cases, research requires the involvement of human subjects, and in a subset of these studies, the researcher may collect data and biospecimens from many participants, and even serially collect additional materials over time and across a number of geographically dispersed centers. The organized data and biospecimens are collectively known as research biobanks. Researchers have an obligation to disseminate findings from their research through publications and presentations to other professionals, and when possible, to the public. Sharing genomic data is increasingly being mandated; access to data can be obtained through collaborative or state-funded entities. For example, the database of Genotypes and Phenotypes (dbGAP) and the International Cancer Genome Consortium will grant approved research applicants access to de-identified individual level genomic data with accompanying demographic/clinical information.

Differences between animal and human atherosclerosis have led to the requirement for clinical data, imaging information and biological material from large numbers of patients and healthy persons. Where such “biobanks” exist, they have been fruitful sources for genomewide association, diagnostic accuracy, ethnicity, and risk stratification cohort studies. In addition once established, they attract funding for future projects. Biobanks require a network of medical contributors, secure storage facilities, bioinformatics expertise, database managers, and ethical working practices to function optimally. There is the opportunity for collaboration between individual biobanks to further amplify the advantages afforded.

Purpose: The current study investigates whether access arrangements relevant for biobanking contain clear information on key access conditions. It furthermore assesses the extent to which these access conditions are harmonized across biobank initiatives. Methods: A comparative analysis was conducted of access arrangements developed by 26 organizations, 36 biobank networks, and 20 biobanks worldwide. Results: The study demonstrates a lack of clear information on 21 key access conditions relevant for biobanking. Furthermore, it confirms that the harmonization across biobank initiatives is limited. Conclusion: Many biobank initiatives need to be more transparent on how they apply the studied access conditions.

Like many other countries, South Korea has recognized the importance of biobanks as a tool for medical research and has engaged in two very important tasks to foster biobanking infrastructure: funding biobanks and setting up rules to protect the integrity of biobanks that share potentially sensitive personal information.
