    Abstract:
    By investigating the quantity and quality of arable land in china,the thesis analysed the problems of Chinese arable land.On one hand,it reflected the situation of the loss of Chinese arable land resources and brought forward the main factors which influenced the loss of arable land resources in-depth.Then it put forward some measures to address the decline in arable land.On the other hand,it pointed out some problems of the quality of arable land,such as the poor quality of the overall land,pollutions and so on.Finally,the thesis proposed some suggestions to solve the problems.

    From the perspective of China's urbanization,arable land reform and the bottom line of 18-billion-mu arable land,this article explores the relation of arable land transfer and the bottom line of 18-billion-mu arable land.It argues that arable land transfer can improve the efficiency of arable land use,boost arable land cultivation and safeguard peasants' rights.However,arable land transfer will also bring difficulties in implementing arable land use planning and risks for the forced arable land transfer.Aiming at finding ways to escape from the risks,this article brings forward suggestions for constructing arable land transfer market,strengthening arable land transfer supervision and so on.

    With the social and economic development,the contradictions of arable land decline and non-agricultural construction area growing have become increasingly prominent.To solve the food security at the period of population peak,the state raised an important means of protecting arable land through the overall plan implementation.This paper concerns the problems of land tenure scale that exists in the overall planning of land tenure and suggests the new model.Next,it proposes the compute model of the arable total demand potential.Finally,determine the score the tenured arable land productive potential,combined the last year's score the tenured arable land productive potential,every year's changes of supply score of arable land productive and every year's changes of the score of arable land productive demanded.

    The protection of arable land use plays an important role in the food security and it is of great importance to protect arable land resources. In the process of arable land use,driving forces that affect the changes in arable land area is rather complicated. With Qinzhou City as a case study,in order to provide a guidance for making reasonable policy in protecting arable land,this article is to research the driving forces from 2001 to 2010 that affect the arable land changes and reveal this mechanism,adopting the principle component analysis in terms of economy,population,agriculture and land. The study indicates that the arable land area in Qinzhou City decreases annually with an average of 460 ha. The main reasons are construction land use and disaster destroy as well as abandoned land. Economy and social developments as well as agriculture development that affect arable land changes in Qinzhou City are also the major driving forces of arable land changes. Meanwhile,economy and social development inevitably occupy a certain amount of arable land,but it is difficult to make up arable land with the same quality and quantity,which results in the decrease of arable land. The increasing population will boost the process of urbanization,where residences and infrastructures will occupy large amount of arable land. Agriculture that affects arable land changes mainly reflects on the industry adjustment,in which farmers readjust the agricultural structure automatically according to the benefits and it leads to the decreasing quality and quantity of a certain amount of arable land. Measures such as reducing construction land use and developing land use as well as raising land use efficiency can be taken to curb the trend of decreasing arable land in Qingzhou City. Effective plans such as land reclamation and using the used land as well as saving land use can be made to control land decreasing to protect arable land to a greater extent.

    Since applying the system of appraisal to the balance of arable land, the area of effective arable land is increased. So decreased the pressure in construction and tillage land degeneration, pushed the development of developed land re-cultivation, simulated the application of land utilization plan. Pointed out the main problems of appraisal to the balance of arable land in Jiangsu Province, analyzed the application of agricultural land appraisal to the balance of arable land. The author pointed out the most serious problem of the balance of arable land in Jiangsu Province and analyzed the application of agricultural land appraisal to the balance of arable land.

    Some problems exist in arable land appraising practice in this country. The article discusses six major problems that influence the precision of the appraisal, such as different opinions on arable land character and different ideas on arable land, expecting that the practitioners of arable land appraising will be concerned about the balance of regional arable land prices, and about the continuance and connection of arable land price and town land price in time and space.

    How to protect arable land in the process of modernization is a critical issue in China. This paper analyzes the arable land changes in China in the recent years, and then quantitatively studies the effects of population growth ,economic development and urbanization on arable land. Some judgement and policy implication of arable land use are given accordingly.

    The paper puts forward the concept of multifunctional value of arable land to know the value of arable land resources roundly,analyzes the economic,ecological,social and cultural function of arable land,discusses the method of calculating multifunctional value of arable land resources according to case analysis and discussion of value rebuilding of arable land in Puding and Danzhai counties.The action of occupying arable land should be effectively inhibited by raising compensation of expropriated arable land to ensure food security and promote sustainable development of economy.

    Historic events may have great effects on the statistical precision when long-time series data are used in study.In order to avoid disturbance of historic events on natural law of economical development and its effects on arable change,this paper took arable change in Japan as an example.The results clearly showed that arable area and arable per capita have linearly-decreased all the time.Compared with the result in 1961,only 79% of total arable and 60% of arable per capita were left in 2003.Arable per agricultural labor increased to 1.0870 ha in 2003,more than four times than that in 1961,which is suitable to the rule of conic.Under aid of factor analysis(principal components) and stepwise regression methods,the expansion of industrial and urban land,which is caused by economical development,was the fundamental cause of the arable area decrease;the price fluctuation of agricultural products also led to partial arable retreat from cropping;the loss of arable land,caused by natural disaster,was obviously decreased along with the improvement of capability of disaster reduction and prevention.The reclamation was the most important factor as the cause of the arable area increase.The consolidation and re-reclamation followed.For the economic development in the future,the notion that arable lands loss will be gradually decreased as urbanization rate comes to be stable should be given up.During the process of urbanization,the urbanization is not the primary driving forces of arable loss but economic development.What researchers focus on should be abnormal loss of arable caused by extensive urban expansion and economic activities.Because of the price gap of crops between internal and external agricultural markets,more and more attentions should be paid to the effects of food security and arable change after opening the agricultural markets to the world;some issues should be taken into account in advance,such as whether the policy abandonment of arable land might be adopted when there is little benefits in agriculture under the preconditions that conversion of abandoned arable to builtup is absolutely prohibited.Additionally,the measures to protect and increase arable area should be stable and never be changed as the pressure from urbanization mitigates,because arable is a kind of rare and nonrenewable resource.

    The most serious problem of the balance of arable land in China is that the quality balance was overlooked while the quantity balance was considered,and there are no valid quality judgment standard and test mechanism on the new arable land。Under the situation ,the quality of the new arable land and the environment in some areas has become worse。The authors think that application of the result of the agricultural land appraisal is an effective way to resolve these problems。

    The current status of arable land resource in Fujian Province is analyzed,and it is held that the decline of arable land quantity and quality,restricted food productivity and fluctuating grain crop area have increased the pressure to food security and arable land protection.Accordingly the countermeasures for food security and arable land protection in Fujian Province are proposed as follows.(1) Strengthen arable land utility regulation and ensure basic farmland quantity.(2) Promote the innovation of arable land system and set up the encouragement mechanism for growing grain crop.(3) Improve arable land quality and food productivity.(4) Increase the input to the food production areas and enhance their functions.
