    Abstract:
For the past 50 years, federal legislation has been a key force in shaping the delivery of public mental health services. This article describes and summarizes recent relevant federal legislative initiatives and analyzes their potential in providing support, either explicit or implicit, for community-based mental health care for adults in the United States. These legislative mandates and options can be a source of optimism and ammunition for advocates and change agents as they continue to work vigorously to improve the mental health services system.

Background: Young people have the highest need for mental health support yet are least likely to seek it from professional services. Enabling access and engagement in mental health care is essential to intervening early to provide appropriate and effective care to prevent escalation of young people’s mental health problems. In response, Australia initiated headspace: the National Youth Mental Health Foundation, which provides friend-to-friend (f2f) and online services to young people aged 12-25 with emerging mental health problems. Innovations in technology are being developed to better engage and put young people at the forefront of their mental health care.

Extant research shows that entrepreneurs are typically too optimistic about their ventures’ prospects and that this optimism hampers performance. We account for the underlying cognitive mechanisms by (i) analyzing how dispositional optimism shapes the updating of entrepreneurs’ expectations about their performance after receiving a feedback, and (ii) exploring the relation between optimism and effectiveness of innovation. We use unique archival data combined with a laboratory experiment involving 100 entrepreneurs. Our evidence indicates that dispositional optimism impairs belief updating in response to negative feedback. Moreover, dispositional optimism triggers a discrepancy – between inputs and innovation outputs – that reduces a firm’s innovation effectiveness.
    Optimism bias
Optimism about the increased engagement of women in information technology employment has been informed, in part, by essentialist ideas about the suitability for women of emerging jobs combining technical with interpersonal, artistic or other ‘non‐technical’ skills. Drawing on evidence from Australia, we highlight limitations to this brand of optimism, questioning the potential for women in mixed‐skill jobs in computing and multimedia organisations.
    Essentialism
Community mental health care in India started in the 1970s. It was long felt that integrating mental health with primary care by training and supporting primary health care personnel to deliver basic mental health care was the best way to provide care for those in need of mental health services in the developing countries. This has been recently echoed by an international consortium as well. The national mental health program, and later the district mental health program, has been right and ambitious steps in this direction. However, effective coverage for severe mental disorders and epilepsy continues to be very low. While there are vast variations across regions of the country, the highest treatment gaps are in rural areas because of inequities in the distribution of mental health resources and variable implementation of mental health program across states. We now know what to do, but we have to begin doing it effectively. It is indeed high time that we prioritize rural and community mental health in India.

Although people generally appear optimistic about the future, they shift from optimism under certain circumstances. Drawing from a recent review of the literature, we describe how both optimism and shifts from optimism serve the common goal of preparedness, which includes a readiness to deal with setbacks and a readiness to take advantage of opportunities. Shifts from optimism occur in response to available information and to the possibility that things may not turn out as hoped. People tend to shift from optimism when feedback is anticipated in the near future, when the outcome is important, when negative outcomes are easily imagined, and when the outcomes are uncontrollable. In addition, people with low self-esteem shift from optimism more readily than do people with high self-esteem. Finally, both optimism and shifts from optimism have unique benefits in terms of preparedness.
