Comparing UK and Other Western Countries' Health Expenditure, Relative Poverty and Child Mortality: Are British Children Doubly Disadvantaged?

Abstract:
We examined the UK 's effectiveness in reducing Child Mortality with 20 other Western countries, in the context of their national health expenditures, and, relative poverty — measured by ‘Income Inequality’ the gap between top and bottom 20 per cent of income. W.H.O. Child (0–14) Mortality Rates ( CMR ) and GDP Expenditure on Health (% GDPHE ) were examined and a cost‐effectiveness ratio calculated, which is the reduced CMR over the period divided by average GDPHE . The highest average % GDPHE was USA at 13.2 per cent; the UK 's 7.3 per cent was equal lowest. The widest Income Inequality was USA 8.5 times; the UK at 7.2 was third widest. The highest CMR was the USA 2436 per million (pm), the UK 's 1630 pm, although representing a fall of 62 per cent was fourth highest. However, UK cost‐effectiveness ratio (1: 350) was eighth best of 21 countries. Only Income Inequality correlated significantly with CMR . UK CMR fell significantly more than five countries but ten others declined more. If UK deaths had been at the average of the 17 countries with lower CMR , there would have been 1827 fewer deaths. British children's poverty and health expenditure means they and their services are doubly disadvantaged although the NHS relatively achieved more with comparatively less.Keywords:

This Policy Insights examines the well-being of children from socio-economically disadvantaged backgrounds in comparison to their more advantaged peers. It shows that children from disadvantaged backgrounds are more likely to experience poor material outcomes, poor health, and worse education, as well as poorer social and emotional outcomes. These early well-being inequalities are rooted in the poorer environments that disadvantaged children face, making social inequalities in child well-being outcomes particularly difficult to address. There is a need for consistent support across all domains to address these challenges and improve the life experiences and outcomes of disadvantaged children.

One out of every three Americans is being termed “disadvantaged.” Music educators must become aware of this problem. In some areas of the country music teachers have developed programs specifically designed for the disadvantaged. Others have instituted provisions to accommodate disadvantaged and culturally deprived youth through their existing programs. Descriptions of several programs for disadvantaged youth in the field of music education append this article.

Using French administrative data on secondary school teachers, we analyze a non-pecuniary, career-path oriented centralized incentive scheme designed to attract and retain teachers in French disadvantaged schools. We rely on a major reform of the structure of this incentive scheme to identify its effect on teacher turnover, retention, and quality in disadvantaged schools. We find this incentive scheme has a statistically significant positive effect on the number of consecutive years teachers stay in disadvantaged schools and decreases the probability of in- experienced teachers in disadvantaged schools to leave the profession. However, we find no statistically significant effect on the teacher experience gap nor the student achievement gap between disadvantaged and non disadvantaged schools.

With the dismantling of apartheid and the opening of universities to people from sociopolitically disadvantaged communities, the issue of relevant selection procedures has become increasingly pressing in South Africa. This study aimed at exploring the relative value of various predictots for disadvantaged versus advantaged students. Subjects comprised the 26 students enrolled in a pre-university Faculty of Commerce bridging yesr, 18 of whom were ftom educationally disadvantaged backgrounds. Generally, the academic success of disadvantaged, was considerably less predictable than that advantaged students. Further, universally-used matriculation criterion was not a significant predictor for either the disadvantaged or the advantaged, while the dynamic and process measures applied were also not significant predictors for disadvantaged students. The results were seen as supporting the need for an alternative approach to selection. and a of enrichment programmes themselves.
