The paper investigates the obstacles to innovation faced by Malaysian manufacturing firms during the process of innovation. The data are from the National Survey of Innovation 2000-2001 (NSI-3). The shortcomings and the relevance of each of these osbtacles are evaluated by type of innovator firms. For this, each firms is categorized - based on its level of innovation activity - as an innovator or as a non-innovator. The analysis also explores the differences between firms by industry type and firm size. The results show that among all obstacles, economic related factors appear to be most important. Furthermore, the level of importance of osbtacles is different for innovator and non-innovator firms. The paper concludes with an analysis of the complementarities between osbtacles in order to arrive at the primary factors that are obstacles to innovation activity.

Based on a case study, this contribution provides HEI s with an ideal type model for assessing their innovative ability for cooperative innovations with enterprises. While previous approaches mainly focus on analysing innovation-supporting frame conditions and, on this basis, try to determine the extent of innovative ability, this contribution looks onwards. Therefore, it equally takes the professor acting as an innovator into focus. This creates a bottom-up perspective that shows that different ideal types can usually be found within one HEI since the professors’ individual innovation ability and willingness to innovate can vary significantly from another. The case study results further show that innovative ability often does not arise due to the combination of innovation-supporting frame conditions and the professor acting as an innovator, but simply by the professor acting as an innovator without support. However, acting as an innovator without support leads to dissatisfaction with the HEI and a medium to long-term decline in innovation cooperation activities. Only by analysing both the innovation-supporting frame conditions and the person-specific innovative ability as well as their interplay, the HEI gets a realistic picture of its innovative ability.

Josiah Wedgwood (1730–95) was a product innovator, constantly searching for innovation in the materials he used and design forms of his pottery, seeking out collaboration with other companies, artists, and industries. He made significant contributions to building national infrastructure, helped create a dynamic regional industry, pioneered new export markets, and positively influenced government policies. He invested extensively in the training and skills development of his employees and introduced a remarkable number of marketing and retailing innovations.
