    Purpose The study explores the use of video to document police interaction with citizens and its role in the renaissance of a contemporary crisis focused on police use-of-force, race relations, and legitimacy in the United States. The saturation of communication technologies and network access have ushered an era of citizens watching the police, consolidating the new visibility of policing and potentially reorganizing to some degree the power dynamics of traditional police/community relations.

    There are many new challenges for senior police officers in a globalized world: International management skills, knowing about scientific apporaches, the management of knowledge and information. It seems to be clear, that a police manager's job qualifications fit into the profiles of other academic disciplines. The Bologna process is leading to bachelor and master degrees in the fields of police training and education in the EU member states. Developing Police Science as an integrative discipline within and outside the police seems to be a proper way of solving problems to the benefit of both — the police and the society.

    The debate which the police role is to combat crime or services is not talking about the nature of the role of the police,but the essence of the manifestation.In essence,the police is the manager,role of the police is to manage the social order.Of course,the analysis of the manifestations is as important as the analysis of the nature.There is a guiding significance to the reform of police,the institution-building of police,the construction of social prevention and control system.We can learn from the analysis and comparison the direction of police reform.

    Against a background of increasing central government control of policing in the UK, there has never been a greater need for insightful research into the modern police service. While acknowledging that substantial and meaningful police research has been undertaken in recent decades – this paper argues that there is a case for a more formal introduction of social sciences and methods into the police organisation. Part of such a move would be engaging police officers in regular in-house research, whether in partnership with academia or not. This would lead the organisation to question regularly why they do things and, more importantly, why it is they are being asked to do things. This paper offers some reflections on police research, the role of the researcher and participant observation.
