Abstract:
The question of taxonomy for disaster research cannot be meaningfully addressed until some sort of answer is given to the more fundamental issue: what is a disaster? Kreps does provide one general answer in his paper. Regarding much of what he says, he clearly is right. The evidence for this conclusion comes from the fact hat many of his views correspond to mine—obviously there could be no stronger confirmation that he is correct in expressing those views!
However, I do have some problems with certain of his positions. In this brief commentary, let me discuss four matters regarding which I would take a different position than that which seems to be taken by Kreps. However, what is important is not that we disagree, but rather that the differences lead in different direction in conceptualizing disasters and developing typologies or taxonomies. Games embody a special sort of reference: an in-between sort. This requires that game rules reference neither too strictly nor too loosely. The latter sort of reference transforms games into toys, ultimately referencing only the ego of the player. The former, stricter sort of reference turns games into simulations, where referencing becomes overly restrictive, bound by material and measurable concerns, dominated by a common (and often communal) set of values and beliefs. This chapter distinguishes the obligatory algorithms of simulations from the voluntary rules of games.

In this paper we investigate a new problem of identifying the perspective from which a document is written. By perspective we mean a point of view, for example, from the perspective of Democrats or Republicans. Can computers learn to identify the perspective of a document? Not every sentence is written strongly from a perspective. Can computers learn to identify which sentences strongly convey a particular perspective? We develop statistical models to capture how perspectives are expressed at the document and sentence levels, and evaluate the proposed models on articles about the Israeli-Palestinian conflict. The results show that the proposed models successfully learn how perspectives are reflected in word usage and can identify the perspective of a document with high accuracy.
