The utility model relates to a heat exchange element with a fin tube, which comprises a lining tube with an elliptic cross section, wherein the lining tube is smooth in appearance and small in wind baffling surface, and the incoming flow direction at the outer side of the lining tube is perpendicular to the axial direction of the lining tube, so that the incoming flow at the outer side of the lining tube is small in resistance loss; the inner wall of the lining tube is provided with a plurality of ribs, so that the heat transfer area is expanded, the disturbance of the medium is increased, the flowing turbulence level of the medium in the lining tube is promoted, a boundary layer is reduced, and the heat transfer coefficient is improved, therefore, the heat transfer efficiency is improved; a plurality of fin rows at the outer part of the lining tube are arranged along with the axle wire direction of the lining tube, and the fins among the adjoining fin rows are arranged with one another in a staggered way, so that the turbulence of the incoming flow is increased, and the heat transfer efficiency is preferably improved; each fin in each fin row is arranged in parallel with one another, each fin is discontinuous, and the boundary layer is cut off, so that the heat emission coefficient is preferably improved; and the cross section of each fin which is particular to the incoming flow direction is ladder-shaped, so that the heat exchange element is even in heat-flow density, and is good for improving the heat transfer efficiency.
