In recent years,great changes have taken place in public security during economic transition from planned economy to market economy.The situation of public order is bad and severe.There are still some problems in Minhang Branch of Shanghai Public Security Bureau.The development of public security organs is met by a challenge from social structure and system.Therefore,we should try to find a solution and improve the working conditions by the financial resources of the people,science and technology,and fighting force.At the same time,we should recombine the policing resource and keep the amount of policemen invariant.
