A hydraulic control device is configured so as to reduce the loss of power of a pump in combined boom lowering and arm pushing operation. During the single operation of boom lowering, a controller (30) performs single control for increasing the capacity of a first pump (14) in response to an increase in the amount of operation of a boom operation member (19). During a limitation control period in which combined boom lowering and arm pushing operation is detected and, at the same time, the amount of operation of the boom operation member (19) is more than a specified amount of operation, the controller (30) limits the capacity of the first pump (14) to a level less than the capacity thereof for the single control.
