Government Behavior in Inter-generational Allocation of Resources of Coastal Ports

The paper applies overlapping generations model to inter-generational allocation management on coastal ports resources and draws the conclusion that the government's decision-making concerning management on inter-generational allocation of coastal resources includes the following three aspects:First,when the government prefers exploitation to utilization of advantages from full use of technological progress in the two periods during the term,the government tends to reserve resources of coastal ports for future development.Second,when the government strongly prefers to exploiting the same coastal resources in the two periods,the government tends to blindly over-exploit coastal resources in the first half term,resulting in that lots of coastal resources are inefficiently exploited at the low technical level,then causing serious waste of coastal resources.Third,in exceptional cases of relative risk aversion coefficient is 1 or infinitely close to 1,technical progress exerts slight influence to government's decision-making on exploitation of coastal resources while other random factors significantly influence the government's preference of exploitation. The following suggestions are put forward from the government's perspective. Principles of continuity,fairness,and equal emphasis on development and the protection,should be adhered to inter-generation management on coastal resources.Value criteria and the basis for decision-making on maximizing the systematic effectiveness should be established.Value accounting and evaluation of coastal resources should be conducted.Transfer policies of inter-generation resource wealth should be formulated and implemented.Appropriate discount rate for coastal resources should be determined.
