PURPOSE: A two-cycle engine RPM(Revolutions Per Minute) controlling device and a method for the same are provided to control a throttle valve by combining a position value input by a throttle position sensor and a value coded by using a difference of a reference RPM and an actual RPM so that the RPM of an actual engine reaches the reference RPM rapidly and accurately. CONSTITUTION: A two-cycle engine RPM controlling device comprises an RPM calculating unit(210), a reference RPM storage unit(230), and a throttle valve control unit(220). The RPM calculating unit calculates the actual RPM of a two-cycle engine RPM based on the output of an RPM sensor(100). The RPM storage unit stores a plurality of reference RPM values according to a load capacity. The throttle valve control unit controls a throttle valve so that the throttle valve reaches the actual RPM, which is varied according to the load capacity. The throttle valve control unit predicts the RPM in a next sampling section based on a tilting tendency of differences between the actual RPM values and the reference RPM values, which are respectively obtained in current and past sampling sections, thereby controlling the throttle valve in order to follow the reference RPM.
