^ ■ ДНЕ World War in which we have been engaged has been I an eloquent reminder of the urgency of the population JL problem. The war has been, in fact, a conflict of populations. Not only the autocracies but the democracies as well have strained to the utmost to mobilize their total manpower. In this struggle for survival, numbers have counted numbers not only on the battle line but on the home front as well. The final victory which is now in sight will rest with those who will have mobilized the most men and the most resources.
