This work examines how the Second Republic dealt with public reading and the creation and development of Popular Libraries. It compares this activity with what was being done in Franco ‘s zone as well as the legal and professional initiatives that werecreated and then frustrated during the first postwar years. It is particularly worth mentioning the role played by Maria Moliner.
