Finding of No Significant Impact/Finding of No Practicable Alternative: Environmental Assessment of the Privatization of Military Family Housing at MacDill Air Force Base, Florida

Abstract : Consistent with the USAF Housing Privatization Program, AMC proposes to convey MFH units, grant leases of land, and transfer responsibility for providing housing at MacDill AFB to a private developer (the Project Owner [PO]). MacDill AFB has 752 MFH units. Under the Proposed Action, all 752 MFH units would be conveyed to the PO. The PO would demolish 507 units, continue use of 240 units in their current condition, construct 331 new units, and maintain five historic units (short-term); 571 MFH units would be left in the MacDill AFB inventory at the end of the transition period once the lease for the historic units has ended. A total of 236.1 acres of land would be leased to the PO; 221.9 acres would be under a 50-year lease, and 14.2 acres would be under a short-term lease (four to six years) and revert back to MacDill AFB at the close of the lease. An EA has been prepared to evaluate the Proposed Action and alternatives, including the No Action Alternative, and to aid in determining whether an Environmental Impact Statement is needed. Resources that are considered in the impact analysis include noise, land use, air quality, safety, geological resources water resources, biological resources, cultural resources, socioeconomic resources and environmental justice, infrastructure, and hazardous materials and wastes. The EA was made available to the public for review.
