PROBLEM TO BE SOLVED: To provide a resource management concept enabling an efficient use of an available communication resource in order to satisfy a maximum number of users.SOLUTION: A user entity communicates with a radio resource base station 32. A client 40 is operable on the user entity. The user entity determines a received media content throughput or a buffer state of a media content 44 retrieved by the client from a server 42. The user entity then reports the determined media content throughput or the buffer state to a radio resource management unit 30 which takes a role to allocate a communication resource of a radio resource base station 32 for the user entity.SELECTED DRAWING: Figure 3
