Outorga e cobrança pelo uso dos recursos hídricos como instrumentos de gestão da bacia hidrográfica do Rio Paranaíba

In the last decades, the discussions related to water resources have achieved international and national notability, due to need to reanalyze availability and quality of water. The regulatory framework is defined by Law n. 9.433/1997, in which establishes water resources management instruments, such as granting and charging for water use. Considering the output of these instruments, this study presents an analysis of the Paranaiba River Basin. The article focuses on a methodological approach of qualitative and exploratory research with descriptive data analysis. It is used bibligraphical and documental research techniques and information provided by the National Water Agency of Brazil. It is shown that the management instruments promote rational and sustainable use of water resources in accordance with the provisions in the normative framework. Nevetheless, it is inferred that charging for water uses can reflect in the finalist consumer, considering the capitalist system logic.
