Very Low Bit-rate Video Coder using Fuzzy Quantization

In this paper, we proposed an enhanced system which is quantized and rate-controlled by using the fuzzylogic for the low bit-rate videophone coder. The main objectives of this paper are to efficiently reallocate the bit resources according to the visual sensitivity and to increase the compression efficiency resolving the blocking effect of the low bit-rate coder. We fuzzify the three visual properties of intensity, spatial and temporal frequency and obtain a final sensitivity factor for quantizing and regulating buffer status. As results, we proposed a fuzzy technique that integrates the three properties for the H.263 video coder and proved the subjective quality enhancement of the almost same or even less objective quality of frames.
