A dispensing device (11) for administration through the oral mucosal dosage forms of drugs in tablet (67) having bioadhesive characteristics to a subject comprising: (a) a disposable cartridge (17) loaded with a stack tablets with a facsimile of compressed transport guard (69) at the lower location or first to be dispensed from the stack of tablets, each tablet having a volume less than 30 microliters or a mass less than 30 mg; (B) a push rod (51) and a spring (73), causing the push rod to move individual to a position where the tablet is dispensed from the tablet device; (C) a housing (15) with a dispensing end (31) for dispensing multiple of said tablets, one tablet each time, into the mouth of said subject; and (d) means (33) to prevent or delay the entry of moisture or saliva.
