(Purpose) Before 2000, the multicultural policy of Korea was led by civil society organizations. However, after 2000, the government played a leading role as social issues related to multiculturalism occurred in various fields. As the more active role of local governments in multicultural policies has been emphasized recently, the need for active cooperative relations between the central and local governments is raised. (Design/methodology/approach) In order to achieve Ansan City's goal of being a “benchmark of multicultural policy” and “an open international city where multiculturalism coexists,” Ansan has established a form of governance between the central government and local community organizations in the multicultural policy support system. Especially, Administrative resources such as Ansan city's budget and manpower were utilized to the maximum. By utilizing the budget of the central government, support projects for multicultural families and foreign workers residing in local governments and local communities were actively promoted. (Findings) The city of Ansan enacted ordinances related to multiculturalism in 2008 and laid the legal basis for multicultural policy. In order to promote the multicultural policy, a dedicated multicultural organization and manpower were assigned. However, Ansan City's multicultural support program targets marriage immigrants and multicultural families. (Research implications or Originality) As a result of the analysis, in order to proactively implement multicultural policies at the local level, provisions that can give local government responsibilities and roles should be added in laws related to multiculturalism. In addition to taking a leading role in establishing and executing multicultural policy plans of local governments, it is necessary to empower various participants to participate in the multicultural policy-making process. It is necessary to actively develop customized multicultural policy services that foreign residents can experience.
