Inevitable Drive: Michigan Becomes Test Bed for Advanced ITS Technology, Including Mileage-Based User Fee

This article describes a test drive in Michigan of mileage-based user fees. The idea is that drivers pay taxes not on the amount of fuel they use, but on the roads they use and the number of miles they drive. The Michigan program is part of the IntelliDrive movement. IntelliDrive equips vehicles with computing and communications devices that store and disseminate data regarding a vehicle’s position, speed, rate of acceleration, internal diagnostics, and transits some of the data to other vehicles and communication infrastructure. The article relates that mileage-based user fee (MBUF) applications can be implemented now with off-the-shelf technologies. Given the dwindling federal fuel tax and the increasing likelihood that more electric cars will be on roads soon, MBUF combined with GPS technology is probably the best solution.
