The present invention, by suppressing the deterioration of the polymer electrolyte membrane is a solid polymer electrolyte fuel cell power generation without detrimental performance, improve the durability of a solid polymer electrolyte fuel cell. The solid polymer electrolyte fuel cell according to the present invention is a method for producing a polymer electrolyte membrane comprising preparing a solution or dispersion of the alkoxide of a transition element or rare earth catalytic ability that decomposes peroxides, and (1) when preparing the polymer electrolyte solution, uniformly mixed with a solution or dispersion of the polymer electrolyte solution of the alkoxylate, the polymer electrolyte membrane is uniformly dispersed a transition element or rare earth element is formed by a solution obtained by mixing the alkoxide hydrolysis condensation; or (2) preparing a polymer electrolyte membrane, solid polymer electrolyte fuel cell, the solution or dispersion of the alkoxide is uniformly impregnated polymer electrolyte membrane by alkoxy hydrolyzing and condensation, thereby forming a polymer electrolyte membrane is uniformly dispersed a transition element or rare earth element.
