A control apparatus for a gateway in a mobile communication system, the gateway including a first server that receives data from a user device and one or more second servers that transfer the data received by the first server to an external network. The one or more second servers are virtual machines in the cloud. The control apparatus performs an operation for changing the performance of the one or more second servers, an operation for monitoring the processing status of the one or more second servers, and an operation for selecting from among the one or more second servers, in accordance with the processing status of the one or more second servers, a second server that is the transfer destination of the data that the first server has received from the user device.
