Impact of EPA Risk Management rule on oil and gas field production

It was the original intent of the authors to review the impact on petroleum field production facilities of the final EPA Risk Management rules. However, the EPA Risk Management standard apparently will not be available until midyear 1996. Therefore, the analysis herein is based upon the draft Risk Management regulations published in January 1993, with comments based only upon occasional statements made by EPA staff at various meetings. A significant focus of this treatise is the comparison of EPA and OSHA process safety management concepts, particularly on the applicability issues as it relates to petroleum field production facilities.
