Internal combustion engine control device that only performs a cylinder-specific combustion stabilizing control when the internal combustion state is changed, comprising: a combustion state detection means (6) for detecting the combustion state in the steady operation; and a control parameter adjusting means (ECU 2) for adjusting a control parameter which affects the combustion status; wherein, when the detected combustion state is a part of combustion status in which a torque of the engine is small, the control parameter adjusting means (ECU 2) so adjusts the setting of the control parameter for the next cycle, that in the next cycle a rapid combustion status in which the torque of the the internal combustion engine becomes large, is limited, and wherein, when the detected combustion status is a rapid combustion status in which a torque of the engine is large, the control parameter adjusting means (ECU 2) so adjusts the setting of the control parameter for the next cycle, that in the next cycle a partial combustion status in which the torque of the the internal combustion engine is small, is limited, further comprising: a torque difference compensation means to adjust the torque for each cylinder, so that differences ...
