Simple IP network based on QoS free concept

This paper addresses feasibility of a simple IP network construction based on QoS free concept. This QoS free concept does not mean that no QoS requirement would be considered in an IP network. On the contrary, a simple IP network should be fast and robust enough so that no QoS control would be necessary, and the most stringent performance need of users would be satisfied without any QoS control mechanism. However, network providers may have to over-build their networks so that packet delays and losses would become the same QoS level as QoS control mechanisms can provide. This paper identifies a trade-off between network capacity and QoS control feature, and provides a preliminary computational results on this issue. It may be worthwhile to consider the QoS free concept of an IP network construction policy in the immediate future.
