Индекс готовности к сетевому обществу в плену у экспертных показателей

The entry into the top 20 countries of the world by NRI is one of criterions of the successful fulfilling of federal program of the Russian Federation «The Information Society (2011-2020)». The analysis revealed a predominance of expert indicators for ranking countries on the NRI, it cannot rule out bias in regard to those or other countries. It is difficult to influence on expert indicators via the project activities in science and technology. Moving up in the ranking of NRI requires the analysis of the source of input data for estimation of expert variables and also consideration of interrelations of various indexes of the World Economic Forum.
