E-government implementation and practices for policy goals: a methodology and case studies

This dissertation developed a new methodology, the Government Website Evaluating System (GWES), for analyzing sites provided by various Governmental Agencies and Departments normally termed "e-government websites." The system estimates their performance and helps in determining ways to improve their utility. The methodology is easy-to-use and can evaluate and assess the value of government websites in different regions and countries and at different levels of need. It produces quantitative and qualitative results and thus is an efficient diagnostic tool to identify problems and weaknesses in sites. It provides suggestions of specific ways to enrich the government website with particular features and improve it with certain strategies.
