Snow disasters risk assessment in China based on environment & Disaster Monitoring and Predicting Small Satellite in 2009

Since November 2009, China has suffered two successive rare weather processes: strong cold air has affected the northwest, north, northeast of china. Affected by the snow disaster, Beijing, Hebei, Shanxi and other 16 provinces suffered damage in varying degrees. There is tremendous impact on socio-economic development and people's lives. Therefore, there is an important signification and application value in building a comprehensive national scaled snow disasters risk assessment model for disaster emergency response, disaster prevention and mitigation to provide a scientific basis for decision analysis. This paper studies the method of extracting the snow disaster-causing factors, such as snow cover duration, snow coverage and snow depth based on the data of Environment & Disaster Monitoring and Predicting Small Satellite; carries out national snow risk assessment using multi-level comprehensive analysis method with comprehensive consideration of spatial distribution of the snow conditions, grass conditions, livestock conditions, crops, traffic lines and meteorological factors, and their impacts on snow disasters risk; carries out disaster vulnerability analysis to the country using the spatial analysis techniques of GIS.
