WHAT UTC IS WHAT YOU GET

2002
This article reports the use of computerized traffic control systems in the Asia-Pacific region. Implementation has been disappointing, as traffic police retain control rather than depending on the automated system. The article considers the situation in various locations. In Taiwan, police departments still handle traffic signalisation and private sector involvement is seen to be necessary for the future. Singapore continues to operate the Australian SCATS system for traffic light operation, and automatic incident detection has been extended. In Korea a dynamic urban traffic control (UTC) system also employs the SCATS algorithm and red traffic light monitoring is being used. Malaysia has also implemented dynamic traffic signal control systems but these are subject to police interference in major cities: in one smaller city the Australian BLISS system is used successfully. The system in Bangkok, Thailand is frequently switched off. Newly installed controlled signals in Manila, Philippines are not fully employed. Updated and improved systems are planned for China.
