The method comprises: classifying users of quality of service (QoS) business requests in a cell according to priorities, determining the number of users of each type of business request, and determining the total number of resources which can be allocated for the users; and according to the priorities in a descending order, successively allocating resources to the users of various types of business requests according to the total number of resources and the number of users of each type of business request.
