COMPUTER SYSTEM FOR IDENTIFICATION OF CORRECTABLE COLLISION-PRONE LOCATIONS

Municipalities in the Canadian province of British Columbia have been using different methods to identify collision-prone intersections. These methods are usually based on a traditional black-spot program, where intersections with high collision histories are identified and then appropriate countermeasures are selected. The Insurance Corporation of British Columbia, as a part of the Road Improvement Program, has been developing an approach for a more advanced method. This paper discusses the countermeasure-based approach method used to identify intersections with overrepresented collision types and presents a computer system developed using this approach. The algorithm structure was developed for the selected countermeasures, and using this structure, the Information System for Identifying Correctable Collision-Prone Locations (ISICCL) was developed, tested, and evaluated. To test and evaluate the information system, intersection data from three municipalities was used. An evaluation of the system included comparison of ISICCL recommendations with recommendations from the preliminary manual analysis. Results indicated that ISICCL is a good indicator of the required improvements at the location and could be used as a preliminary flag for collision-prone locations.
