The first in a series of two, this paper presents the results from a comprehensive survey of the various interventions that the public sector could employ to increase the net social benefits of freight activity in metropolitan areas. The measures covered in this paper include: Infrastructure Management; Parking/Loading Areas Management; Vehicle-Related Strategies; and Traffic Management.
