One of the important problems in multi-storey housing is that the building systems can not meet the variability demands of the users. In this study, "hierarchical organization of building elements approach" which can be applied as a strategy in order to set a suitable environment for meeting the variability demands will be explained. The term "the hierarchical organization of building elements" explains a building system order in which building elements are interactive sub-systems within the framework of the hierarchical order. A house building system, which has building elements within the framework of the hierarchical order can supply change possibility in the housing by means of changing of the elements(sub-systems) in the sub-levels of the hierarchy. For a hierarchical system to be a variable model (open system), its sub-systems must be independent from the physical and the functional concerns. In addition, in the hierarchical building systems, the separation of the fixed and the variable parts must be realized and, elements of these parts must be defined. In variability aimed Open Building works, the building is generally formed of three main sub-levels which are called Tissue, Support and Infill. Each of this levels has different variability capacity and decision levels within the framework of the hierarchical order. In order to achieve an increase in the variability of multi-storey buildings, in this study, the building system is divided into two parts with permanent and changeable properties within the framework of the hierarchical order. In this dividing, the parts with fixed and permanent elements are called the "support construction" and the part with variable elements is called the "infill construction". The fixed and bearing support construction part offers capacities for variability and assigns the change circumstances. The non load-bearing infill construction part which can be changed easily meets the variability and re-use needs of the users.
