Much attention has been paid to the metaphor of garbage-can decision making (Cohen, Michael D., March, James G., & Olsen, Johan P., "A Garbage Can Model of Organizational Choice," Administrative Science Quarterly, 1972, 17, 1-25). A new design of the simulation model, on which the concept was originally based, is developed & exercised, with special emphasis on organizational structure & complex forms of interaction between decisionmakers. The garbage-can mechanism cannot describe decision making in organized structures; it is, however, a fairly general conceptualization of decision making beyond structure. Tests of the new model indicate that decision making in an organized structure behaves like decision making in an organized anarchy, but for partially different reasons. 2 Tables, 6 Figures, 33 References.
