Selected Judgmental Methods in Defense Analyses. Volume 1. Main Text.

Abstract : This paper examines selected methodologies for collecting and using judgment data. Such methodologies may have applications in the consideration of qualitative aspects of military effectiveness, such as morale and leadership, as well as in the estimation of values for which good empirical bases do not exist. This paper examines several established approaches to using judgment to provide numerical values and ordinal rankings. Underlying principles, ease of implementation, and criticism of the methods are discussed. Substantial bibliographic references are provided.
