The present invention provides a secondary battery, the positive electrode active material made from a novel composite transition metal oxide precursor and a method of manufacturing the precursor. In the present invention, and increase productivity and economic efficiency due to a hydroxide (hydroxide) system, by, instead of a precursor using an oxygen fraction higher oxides (oxide) based precursor, high reaction of the positive electrode active material synthesis yield that is used as a precursor of a conventional cathode active material, the initial discharge capacity and life characteristics of secondary batteries having a final positive electrode active material can be improved.
