Зерновая отрасль как мультипликатор развития агроэкономической системы региона

The paper considers social and economic essence of agro-economic system (AES) and its multiplier development, which is proposed as the grain industry. Interacting with almost all areas of agroindustrial complex and types of agrarian business activity, it is able, under the corresponding governance, to engage in the development the other industries. It has been proposed a reasonable economic mechanism of agro-economic system, supplemented with a mechanism of giving effect to its elements. A complex of the mechanism constituents is proved, including a set of tasks getting oriented to the interaction of industries and sectors of agroindustrial complex. Cooperatives, integration formations, the Ministry of Agriculture of a region, municipalities, agrounion organizations, controlling the level of technological load areas, legislation (the Law “On the Development of Agriculture”, “On Cooperation”), non-governmental organizations are comprised to the basic organizational management structures. The importance of social infrastructure in rural areas in the economic mechanism of the multiplier development is proved, without which most of its elements cannot be implemented. The elements of the economic mechanism of interaction between regions and the federal budget in the course of state support to the agricultural sector are proposed.
