The purpose is to minimize the running cost of the entire water content reduction and heat operation equipment in a treatment apparatus without measuring the energy-related values of incinerated organic waste. Energy consumption is measured for each of a plurality of usage energy elements pertaining to the water content reduction and heat operation treatment of organic waste, and the amount of a dewatering aid consumed in the water content reduction of the organic waste and the amount of an alkali agent consumed in the purification treatment of an exhaust gas discharged from the apparatus for treating the organic waste are measured. Each of the measured values is multiplied by a weighting coefficient for conversion to running costs. The multiplied costs are combined and a total running cost assessment is obtained for calculating the total running cost. The total running cost is minimized on the basis of a reference relationship between the organic waste energy and the total running cost, and the most recent estimated value of the organic waste energy estimated by an organic waste energy estimation means.
