A dispatch model of volunteer rescuers considering improvisation training in urban flood

In oder to the safety and rescue efficiency of emergency rescuers, according to the actual situation that emergency rescuers usually need rapid and concentrated training before performing rescue tasks,an emergency rescuers’multi-period training-dispatch process model is proposed. The goal of the model is to minimize the number of unmet task requirements and training costs. This model takes into account the characteristics of the urgency of rescue tasks changing with the peroid, uses the overlap between task requirements and personnel skills as the dispatch basis, and uses genetic algorithms with elite strategies to solve. Furthermore, taking urban flood as an example to set up specific training skills, the results prove that, compared with untrained personnel, improvisation training can improve the matching of personnel to tasks and thus improve the efficiency of personnel dispatch, which makes the model practical and feasible.
