Gestões Municipais no Brasil:: um estudo a partir do Índice de Efetividade das Gestões Municipais - IEGM

EnglishThis paper aimed to point out the determinants of the effectiveness of Municipal Management in Brazil. It was a quantitative, descriptive research, with secondary data from 2015 to 2017, available at the Rui Barbosa Institute web site – 11 variables correlated with the effectiveness of management. The sample was comprised of Brazilian municipalities. The results were estimated by logistic regression with balanced panel data and interpreted by the odds ratio criterion. The results showed that population size and the mayor’s reelection have a positive and statistically significant relationship to explain the effectiveness of management. On the other hand, the number of candidates for mayors, and disapproved expenses showed a negative and statistically significant relationship to explain the effectiveness. By addressing the effectiveness of municipal management, this article fills a gap in the literature because it brings to the debate the relevance of the evaluation phase of the public management to improve its quality and/or mitigate negative impacts on the population. portuguesO objetivo deste artigo foi apontar os fatores determinantes da efetividade das gestoes municipais no Brasil. Foi feita uma pesquisa quantitativa descritiva, com dados secundarios de 2015 a 2017, disponiveis no Portal do Instituto Rui Barbosa – 11 variaveis correlacionadas com a efetividade da gestao. A amostra foram os municipios brasileiros. Os resultados foram estimados por regressao logistica com dados em painel balanceado e interpretados pelo criterio razoes de chance. Os resultados apontaram que o tamanho da populacao e a reeleicao do prefeito tem relacao positiva e estatisticamente significante para explicar a efetividade da gestao; enquanto a quantidade de candidatos a prefeito e a reprovacao das contas apontaram relacao negativa e estatisticamente significante para explicar a efetividade. Ao abordar a efetividade das gestoes municipais, este artigo preenche uma lacuna da literatura porque traz para o debate a relevância da fase de avaliacao de uma gestao publica para aprimorar sua qualidade e/ou atenuar impactos negativos sobre a populacao.
