In the total recycle low-pressure hydrogen recovery device, two alternatively operated drier units are arranged, one drier unit is used for drying and dehydrating the deoxidized waste hydrogen, while the other drier unit uses the dried hydrogen to purge and regenerate, and the purged regenerated gas is sent to a front stage of a cooler so as to be repurified, so that zero emission of the hydrogen is realized. The hydrogen avoids being emptied, the hydrogen consumption cost is greatly reduced, the production cost is reduced, energy conservation and emission reduction are truly realized, and the economic benefit is improved.
