Provided is a partial discharge measurement device for measuring partial discharge occurring in power equipment, wherein the partial discharge measurement device comprises: a measurement unit that measures alternating current flowing to the power equipment and outputs a voltage value based on the alternating current as a detection signal; a distribution data generation unit that generates distribution data indicating the distribution of frequencies of occurrence per unit time of an electric charge, obtained from the measurement of an impressed high-voltage current measured by the measurement unit or the phase of the voltage, an electric charge obtained from the phase, and the alternating current obtained from the phase; a signal output unit that outputs a trigger signal when the alternating current meets output conditions based on at least the phase, the electric charge, or the frequency of occurrence corresponding to the partial discharge in the distribution data; and a sampling unit that samples the detection signal output by the measurement unit when the trigger signal is output from the signal output unit.
