Cloud Services for Mapping Flood Areas Susceptible

The population growth has led to increasing occupation of areas susceptible to flooding. This is compounded by environmental stresses such as deforestation, the growing process of erosion and consequent siltation of rivers and rails, above all, the disorderly occupation of the coastal areas, causing floods occur with greater frequency and magnitude. If we consider the uncertainties related to climate change, this fact can be greatly aggravated. The mapping of areas susceptible to flooding constitutes an important mechanism for risk management as it allows the preventive control of the use and occupation of land. A new method of mapping areas susceptible to flooding has been developed by Instituto Nacional de Pesquisas Espaciais (INPE). This new method is based on normalization of land called Height Above Nearest Drainage (HAND) and was applied in the city of Blumenau (Brazil) achieving satisfactory results. In addition, this method can be integrated into the monitoring system and alert the Itajai River Basin. This system aims to monitor and alert with time in advance flooding in the basin, in order to minimize the impacts from extreme precipitation events. The proposed architecture model is based on Cloud Computing. This model aims to facilitate the integration of data obtained by weather radar and the data collection network hydro meteorological obtained from telemetry. Through friendly and transparent interface to the user, the system offers Cloud services for the operation of warning system, such as hydrological forecasting, simulation scenarios and publication of information in real time. Based on conceptual analysis, this architecture is able to meet the requirements demanded by the Monitoring System and Alert Itajai River Basin operated by CEOPS/FURB. The main requirements are: response time, availability, resource reservation, real time, scalability and security. The objective of this work is to propose the integration of the mapping of areas susceptible to flooding model, called HAND the proposed architecture of Cloud Computing in order to meet the demands of CEOPS/FURB.
