The scrolling device (1) is provided with: a loading range determination unit (12) for determining, in accordance with a movement start position detected by a detection unit (11), the loading range for display data to be loaded from a primary storage unit (15) to a secondary storage unit (16); a loading unit (13) for loading, from the primary storage unit (15) to the secondary storage unit (16), display data within the loading range determined by the loading range determination unit (12); and a display control unit (14) for displaying, in the display unit (2), display data that is within a display range, from among the display data that is within the loading range and is stored in the secondary storage unit (16).
