Water-saving Community Construction in the Internal River Valleys: its Theory and Practice

The paper suggests that to construct water-saving communities and realize harmonious co-existence between human beings and nature is the only way towards a successful way of life and, taking the city of Zhangye for example, it further proposes practical measures for such construction along the River Heihe, concluding that these measures, if successful there, may be followed in other parts of hinterland China.
