The invention discloses a monitoring system and a monitoring method for surface deformation, and particularly relates to a CNSS (COMPASS navigation satellite system)-based long-term ground facility deformation monitoring system and a CNSS-based long-term ground facility deformation monitoring method. The monitoring system comprises a positioning and monitoring module, a CNSS, a data processing module and a client terminal. The specific steps of the monitoring method are as follows: (1) the CNSS-based long-term ground facility deformation monitoring system is constructed; (2) positioning information is received by monitoring points and a datum point; (3) the positioning information is processed by the data processing module; (4) the data processing module generates and sends an early warning signal and predictive information to the client terminal. Wide-range, long-time, all-weather, uninterrupted and real-time monitoring on the deformation of ground facilities can be realized, and themonitoring precision is improved; and the method cannot be affected or limited by distance, weather conditions or geographic environments, additional manual intervention and transmission equipment are not needed, the cost is greatly reduced, and the monitoring system is convenient to maintain and popularize.
