The invention discloses a zoned and layered load transferring method based on urban power transmission network fault recovery. The method comprises the steps of: based on integrated power grid model and operation mode information of an EMS (energy management system), receiving power grid fault information in real time; and based on spare power automatic switching action condition, automatically analyzing off-limit equipment and power failure range information of a power grid after a fault, and providing an operation mode adjusting strategy for eliminating limit exceeding of the equipment. A local rapid topological method is utilized, the zoned and layered recovery strategy is adopted, and a power supply recovery scheme is automatically generated, so that the system operation personnel are assisted in processing emergent accidents, the power failure time is effectively shortened, the problems of long fault recovery period and large pressure in the prior art are solved, and the power supply reliability of a regional power grid is further improved.
