The reception unit (161) receives the device signal. The processor (11) converts the device signal that is received by the reception unit (161) into a device signal that includes a value for testing operation of the control device (41), said value differing from the output values of the sensors (21a, 31a). The transmission unit (162) transmits the device signal that has been converted by the processor (11) to the control device (41).
